Engineering Work — 1972-1998 Review

Domenico Lanera was involved in the Navy ELF radio system1 over the lifespan of this project, spanning over two decades, when this biographical scketch was produced in 1998.

Referred to as the "mitigation grandfather" by Dave Molinare2, Mr. Lanera was a key member of the team at IITRI3 that developed and managed the implementation of electromagnetic interference mitigation measures for all utilities (power, telephone, CATV, pipelines, etc.) over areas of hundereds miles near the ELF antennas.

The two antenna facilities, at Clam Lake, Wisconsin, and Marquette, Michigan, enabled the successful deployment and operation of the U.S. Navy ELF radio communication system with deeply submerged submarines from 1990 to 2004 when the Navy decommissioned the facilities.

1 ELF is the acronym that the Navy used to refer to its extremely low frequency (ELF) radio system to communicate with deeply submerged submarines.

2 Dave Molinare was at the time the Engineering Manager of one of the major power utilities in Michigan affected by the ELF antenna operation.

3 IITRI was Mr. Lanera’s employer subcontracted by the Navy to run the ELF interference mitigation program.
